In order to commemorate the 17th Anniversary (Milad) on January 17, 2018, the National Board of Zakat (BAZNAS) got a special gift. This non-structural government institution successfully maintained its achievement, thus again obtaining the ISO 9001: 2015 certificate, a global standardized management system of Worldwide Quality Assurance (WQA).

"Hopefully by achieving this ISO certificate, BAZNAS operational is getting orderly, well-arranged, and clear in its process flow as well as amil duty and responsibility. So BAZNAS is also better in serving mustahik, muzaki and society in general," said Vice Chairman of BAZNAS Dr. Zainulbahar Noor, SE, M.Ec, on the sidelines of the 17th anniversary of BAZNAS, at the Ministry of Religious Affairs (Kemenag) Office, Central Jakarta, Tuesday (16/1).

Attending the event, Director General of Islamic Community Guidance of Kemenag who is also a member of BAZNAS Prof. Dr. Muhammadiyah Amin, former Chairman of BAZNAS Drs. H. Achmad Subianto, MBA and Prof. Dr. KH. Didin Hafidhuddin, M.Sc, BAZNAS Members, Deputy BAZNAS M. Arifin Purwakananta, Secretary of BAZNAS Drs. H. Jaja Jaelani, MM, Director of Zakat and Waqf Empowerment of Kemenag HM. Fuad Nasar, the board of directors and management as well as the amil-amilat BAZNAS.

"With ISO 9001: 2015, BAZNAS will further strengthen the performance and professionalism of zakat management," said Zainul. According to him, not only the certificate of ISO 9001: 2015, on this anniversary, BAZNAS also launched a number of programs. Among others were minimarket for mustahik Z-Mart in 17 locations that was launched in Bojonggede, Bogor, Wednesday (17/1). "We took the theme titled 'Strong Because of Zakat'," he said.

On the occasion, Zainul said that it is necessary to find and establish a proper system for the collection and management of zakat. BAZNAS asks the government to think about how to create a system for collection and management of zakat, for example by making a presidential regulation (Perpres) to regulate the zakat collection.

Zainul said, given the enormous number of Indonesian Muslim societies, the zakat fund must be strengthened to bring more beneficiaries. If the accumulation of zakat in one year can be up to Rp 100 trillion, according to him, it can be used to alleviate poverty and prosper the community.

"The Rp 100 trillion fund could reduce the burden on the state budget (APBN) for poverty alleviation programs. This is effective for reducing poverty," Zainul said. It means, the APBN is no longer needed by ministries to alleviate poverty. It is because alleviating poverty is covered by BAZNAS as a state institution. However, to get BAZNAS to collect zakat up to Rp 100 trillion per year, the government needs to find and make the right zakat collection system.

He said that the Minister of Finance Sri Mulyani Indrawati said the zakat management could be done just like the government manages the tax funds. "The (zakat collection) system is what the government should come to think, indeed BAZNAS will give suggestions how the (zakat) collection can be raised," he said.

Zainul told, former President of Republic of Indonesia Susilo Bambang Yudhoyono once issued Presidential Instruction (Inpres) No. 3 of 2014 on Optimization of Zakat Collection. "Addressed to the minister, the commander of the Indonesian National Army (TNI), the Chief of Police, the Attorney General, the government agencies, the nongovernmental institutions, SOEs and regional-owned enterprises, to collect zakat with BAZNAS. However, the Inpres is not a regulation, so its nature is not binding. Then it needs a Perpres.”

For example, he said, imagine if the salary of five million civil servants (PNS) or civil state apparatus (ASN) of all Indonesia is deducted 2.5 percent for zakat, the amount of Rp 100 trillion annually will be achieved.

He assessed that if the salary of ASN, SOEs, regional-owned enterprises and private companies as well as other parties is automatically deducted to pay zakat, then the Muslim community is indirectly helped to run of the third pillar of Islam that is zakat. It is not coercion, if anyone does not want his salary cut to pay zakat, he can make a letter of objection. This is very effective for the poverty alleviation," he said.

Improved Performance

Nowadays, Zainul continued, BAZNAS performance also improved. He explained, the utilization of collected fund in Central BAZNAS reached the ratio of 80 percent, with zakat funds collected in 2017 reached Rp 6 trillion. The distribution to collection ratio is very effective. This means that collected funds can be channeled to the society in the right amount.

"The ratio is greater than the national level obtained from the provincial BAZNAS, district/municipality BAZNAS and other zakat institutions (LAZ). While (the ratio) at the national level only reached 69 percent," he said.

Regarding the collected fund, Zainul said, BAZNAS channeled it in various kinds of innovation, including economic, health, education and humanitarian aid. Then, BAZNAS made a policy that the percentage of the aid were 40 percent for economic aid, 20 percent for health, 20 percent for education, and ten percent for humanity.

"In the form of economic aid program, BAZNAS develops Z-Mart in order to help small and medium enterprises (SMEs) to be able to open their own stores. It continues to be developed in Jabodetabek, Lampung, North Sumatra and will be opened in various places in several regions in Indonesia," he said.

In addition, BAZNAS also provides capital assistance for SMEs who just pioneered his business, to increase the capital adequacy of the SMEs. Another form of distribution of zakat funds, namely by making livestock hall in groups, where the business center will be monitored and accompanied by BAZNAS. Then there is agricultural business, which is assisted through capital as well as the provision of land and fertilizer for agricultural business in various forms.

"For the distribution in the field of health, BAZNAS opens Rumah Sehat BAZNAS (RSB) in various regions in Indonesia. Currently there are six RSB, among them Jakarta, Bangka Belitung, Yogyakarta, East Java, South Sulawesi and Central Sulawesi. Each RSB has outside building program, so BAZNAS brings doctors and nurses to visit unreached areas," he said.

As for education, two major programs are undertaken by BAZNAS, such as providing scholarships for college students called Beasiswa Cendekia. BAZNAS also built free schools for the poor, orphans and so forth in Bogor, funding many schools and pesantren, teacher training and school equipment to develop the schools.

In the social field, BAZNAS established the BAZNAS Disaster Response (BTB) program and the BAZNAS Active Services (LAB). The BTB program was established to train communities to be responsive to disasters, to minimize the risks posed by the disaster. BAZNAS Disaster Response itself spread across 12 points at the provincial level and about 12 at the district level, as well as one BTB at the central level. Meanwhile, BAZNAS Active Services program is at the center level, which responds to the emergency needs of a mustahik (zakat recipient).

"BAZNAS will also channel the aid of Rp 4 billion to help Palestinian people. The assistance will be channeled through two programs. First, the health assistance program. The health assistance was chosen because of fears of demonstrations, protests and clashes rising after US President Donald Trump claimed Jerusalem as the capital of Israel," he said.

Secondly, Zainul added, the aid program to face the winter in Palestine. So BAZNAS works together with agencies in Palestine to provide food, drink and blankets for the needs in winter.
