
JAKARTA – BAZNAS Kicks Off IZN 2025, Ministry of Religious Affairs and the Ministry of National Development Planning (Bappenas) Emphasize the Role of Zakat in RPJMD and Development Indicators
The Ministry of Religious Affairs (Kemenag) together with the Ministry of National Development Planning (Bappenas) emphasized the importance of zakat as a strategic instrument in supporting national development.
This was revealed during the Kick Off event for the National Zakat Index (IZN) Measurement and Zakat Impact Assessment 2025, held at the BAZNAS RI Office in Jakarta on Wednesday (August 6, 2025). Present at the event were the Chairman of BAZNAS RI, Prof. Dr. KH. Noor Achmad, MA., along with the BAZNAS RI leadership team.
In his presentation, the Director of Zakat and Waqf Empowerment at the Ministry of Religious Affairs, Prof. Dr. H. Waryono Abdul Ghofur, stated that the IZN is a concrete form of the principle of trust in zakat management that will strengthen public confidence in the management of zakat funds.
“The National Zakat Index is a reflection of one of the principles of zakat management, namely trustworthiness. Zakat management becomes trustworthy because there is a measure. When there is a measure, trustworthiness becomes concrete. So, in my opinion, this concreteness is important,” said Waryono.
Waryono added that the important components of the IZN reflect the aspect of benefit, which can only be achieved through distribution and utilization based on valid data.
“The index components also have a benefit aspect. In distribution and utilization, to make the benefits more tangible, one of the foundations must be based on data, and the data must be valid, not fabricated,” he emphasized.
Meanwhile, Director of Sharia Economics and State-Owned Enterprises at the Ministry of National Development Planning (Bappenas), Rosy Wediawaty, revealed that IZN has been included in the Regional Planning Information System (SIPD) and can be integrated into the Regional Medium-Term Development Plan (RPJMD) at the provincial and regency/city levels.
“Of course, it is important to ensure the availability of data and the quality of calculations so that it can truly enhance zakat management,” Rosy explained.
Furthermore, Rosy explained that IZN will also be proposed as one of the assessment components in the Adinata Syariah program, as a form of strengthening development indicators based on Islamic values.
“In development planning, zakat has a strategic position because it contributes directly to poverty alleviation, regional development, and the strengthening of religious values in society,” she said.
