JAKARTA – Improving the Quality of ZIS Management, BAZNAS RI Launches National IZN and KDZ Measurement

IZN and KDZ are two tools used by BAZNAS to measure and evaluate zakat management effectively and efficiently. IZN is used to objectively measure the quality of zakat management and its impact on mustahik (zakat recipients), while KDZ focuses on the positive impact of zakat on the economy and society.

The launch of the National Zakat Index and Zakat Impact Assessment was conducted by the Chairman of BAZNAS RI, Prof. Dr. KH. Noor Achmad, MA., at the BAZNAS RI Office in Jakarta on Wednesday (August 6, 2025).

Also present was the Head of BAZNAS RI for Planning, Research, and Development, Prof (HC). Dr. Zainulbahar Noor, SE, M.Ec, Director of Zakat and Waqf Empowerment at the Ministry of Religious Affairs of the Republic of Indonesia Prof. Dr. H. Waryono Abdul Ghofur, M.Ag., Director of Islamic Economics and State-Owned Enterprises at the National Development Planning (Bappenas) Rosy Wediawati, and Director of Research and Development of ZIS at the National DSKL Muhammad Hasbi Zaenal, Ph.D.

The Chairman of BAZNAS RI expressed appreciation for the recognition given by the Ministry of National Development Planning (Bappenas) to IZN and KDZ as official instruments in measuring national zakat management.

“We are grateful that Bappenas has recognized IZN and KDZ as part of regional development planning. This was not easy because indices such as IZN and KDZ require in-depth study and continuous implementation,” said Kiai Noor.

He explained that since its inception, IZN has undergone continuous refinement, both in terms of variables and measurement indicators.

“Currently, IZN covers important components such as planning, evaluation, and strategic programs based on four main strengths, namely institutional strengthening, human resources, infrastructure, and networks. In addition, this index also considers the principles of Aman Syar’i, Aman Regulation, and Aman NKRI as an integral part of the measurement system,” he explained.

Furthermore, Kiai Noor emphasized the importance of linking IZN with Zakat Impact Assessment (KDZ) as an approach that not only looks at zakat from an economic perspective, but also from a social and religious perspective.

“KDZ is how we see the extent of the impact of zakat on mustahik and society at large. It is not only about economics, but also spiritual peace, social relations, and religious values. For example, an amil not only receives zakat, but also prays for the muzaki. This has a great spiritual impact and creates harmonious social relations,” he said.

Kiai Noor added that the expected impact of zakat is not only in the form of economic improvement but also in creating a harmonious, prosperous, and socially just society.

Meanwhile, the Head of BAZNAS RI for Planning, Research, and Development, Prof. (HC). Dr. Zainulbahar Noor, SE, M.Ec, stated that the National Zakat Index is an important benchmark in evaluating the performance of zakat management, as mandated by the Law on Zakat.

“IZN is not just a measuring tool, but also serves as a portrait of the quality of zakat management at the national and regional levels. Through this instrument, we can see the achievements, challenges, and direction of zakat strengthening in Indonesia, both from a macro and micro perspective,” he said.

With the launch of IZN and KDZ, BAZNAS RI hopes that zakat management in Indonesia can become more accountable, focused, and have a real impact on improving the welfare of mustahik and strengthening the economy of the ummah in a sustainable manner.
