
Wednesday, December 24, 2025 – Throughout 2025, DKPN recorded a range of strategic achievements in conducting ZIS studies and research that align with zakat governance objectives. This work is particularly relevant given the scale of zakat management in Indonesia today. Nationally, zakat is managed by 740 officially registered institutions, including BAZNAS at the central, provincial, and district or city levels, as well as national and local Amil Zakat Institutions. In addition, there are 97,636 Zakat Collection Units operating at the district and city levels. This landscape reflects the high level of complexity in zakat governance, especially at the grassroots level. In response, DKPN produced a series of academic publications, policy briefs, and research reports that serve as data-driven references for policy formulation. DKPN also organized seminars and cross-institutional discussion forums to strengthen the dissemination of research findings and to encourage the standardization of ZIS performance measurement at the national level.
DKPN evaluation results indicate that the main challenges in ZIS management remain linked to differences in institutional capacity and uneven governance practices among Zakat Collection Units. These findings are consistent with the National Zakat Index, which highlights the need for standardized performance measurement instruments, particularly given that the national potential of income-based zakat is estimated at IDR 327 trillion per year. DKPN observes that without systematic, indicator-based evaluation, this significant potential risks remaining underutilized. For this reason, program innovation and the strengthening of evaluation methodologies have been identified as key areas for future improvement.
Leadership direction places strong emphasis on reinforcing institutional governance as a fundamental requirement for improving zakat management performance. This includes regulatory compliance, institutional clarity, effective planning, and accountability through transparent reporting and oversight. At the same time, DKPN is encouraged to enhance the quality of research outputs and ZIS development initiatives by grounding them more firmly in data and performance evaluation results. This approach aims to produce policy recommendations that are practical, evidence-based, and focused on improving both the effectiveness and the overall impact of zakat management.
