Jakarta, 27 October 2026 - The Directorate of Research, Studies, and Development of BAZNAS RI held a meeting to discuss the evaluation of UPZ governance concerning the Establishment and Operational Procedures of Zakat Collection Units (UPZ). This meeting was held to align the regulation with BAZNAS’s current operational mechanisms, governance, administration, and organizational structure.

In his opening remarks, the Director of National ZIS-DSKL Studies and Development at BAZNAS RI, Dr. Muhammad Hasbi Zaenal, Ph.D., stated that since Perbaznas applies nationwide, its review must be conducted with great care. He noted that the study is currently under way, after which discussions will continue in collaboration with the Human Resources and Finance units.

Commissioner for Research, Development, Planning, and Innovation at BAZNAS RI, H. Syarifuddin, S.Ag., M.E., emphasized that BAZNAS programs constitute acts of worship and must therefore comply with Sharia and regulations, while also fostering cross-departmental collaboration. According to him, UPZ account for approximately 50–60 percent of BAZNAS’s zakat management; therefore, the status and authority of UPZ need to be clarified, including collection targets tailored to each UPZ capacity and revisions to the UPZ Zakat Index indicators.

The Director of Fundraising at the National Zakat Agency (BAZNAS RI), H. Faisal Qosim, Lc., outlined a number of issues that need to be addressed, including the division of duties in accordance with the new organizational structure, strengthening of oversight and reporting, evaluation of the 70:30 fund distribution scheme and the rights of zakat collectors, as well as regulations governing the establishment of KUA Zakat Units (UPZ), cooperatives, foundations, communities, sub-UPZs, UPZs under Program Institutions, and Overseas UPZ.

Regarding distribution, the Head of the Livestock, Qurban, Dam, and Aqiqah Business Division at BAZNAS RI, Ajat Sudarjat, along with a representative from Deputy II, Mr. Ahmad, proposed extending the SLA for fund reimbursement from five to 14 business days, clarifying accounting records for funds distributed through UPZ, and refining reporting formats supported by information technology. It was also proposed to classify UPZ and provide dedicated staff to ensure more orderly reporting.

All input from this meeting will be reviewed and consolidated by a review team as recommendations, with final conclusions to be formulated following discussions with relevant units.
